Reasonable Modification Policy
The Arc of the Quad Cities Area is committed to providing safe, reliable, courteous, and accessible services to all of our customers. To ensure equality and fairness, we are committed to making reasonable modifications to our policies, practices and procedures to avoid discrimination and ensure programs and services are accessible to individuals with disabilities. Service Animals
Service animals may accompany riders with disabilities on The Arc vehicles and property. The Arc employees may ask two questions: (1) is the animal a service animal required because of a disability, and (2) what work or task has the animal been trained to perform. Service animals are working animals, not pets. The work or task a dog has been trained to provide must be directly related to the person’s disability. Dogs whose sole function is to provide comfort or emotional support do not qualify as service animals under the ADA. Pets are not allowed on The Arc’s vehicles. The Arc reserves the right to remove an animal from Arc vehicles or property if (1) it is not a service animal, (2) the animal is out of control and the handler does not take effective action to control it, or (3) the animal is not housebroken.

ADA Complaints
In compliance with the Americans with Disabilities Act of 1990, The Arc of the Quad Cities Area operates all of its programs and provides public transportation services without regard to disability. Anyone who believes they have been subject to an unlawful discriminatory practice by The Arc due to a disability has the right to file an ADA complaint. ADA complaints must be filed in writing within 180 days from the date of the alleged discrimination incident. Download The Arc’s ADA Complaint Form or fill out the online form. Once a complaint is received, it will be reviewed by The Arc’s Manager of Administration. In instances where additional information is needed, they will contact the complainant by phone or in writing. Failure of the complainant to provide the requested information by a defined date may result in the administrative closure of the complaint or a delay in complaint resolution. Based upon receipt of all the information required, The Arc will investigate an ADA complaint within 30 days of receipt. The Arc will use its best efforts to respond to a complaint within 60 days of receipt. Receipt of additional information and/or simultaneous filing of a complaint with The Arc and an external entity may expand the timing of complaint resolution. The Manager of Administration will review and investigate every complaint promptly. Reasonable measures will be taken to preserve any information that is deemed confidential. At a minimum, The Arc will:
- Identify and review all relevant documents, practices, and procedures; and
- Identify and interview persons with knowledge of the incident.
Upon completion of the investigation, and if a violation is found to exist, remedial steps will be taken immediately. The complainant will also receive correspondence in writing including any remedial steps. If no violation is found and the complainant wishes to appeal the decision, he or she may do so directly to The Arc of the Quad Cities Area, Attn: ADA Customer Service, 736 37th Avenue, Rock Island, Illinois, 61201. The Manager of Administration shall maintain a log of ADA complaints received, including date the complaint was filed, a summary of the allegations, the status of the complaint, and actions taken by The Arc in response to the complaint. Should The Arc receive a complaint in the form of a formal charge or lawsuit, the complaint will be forwarded to The Arc’s legal counsel. Full records of complaints will be kept for one year, and a summary of complaints will be maintained for five years.
